I'm beginning to think that Google are doing exactly the same with derived geodata as they did with YouTube. In other words, put the tools up there; encourage a massive infringing ecosystem; and when people start to complain, continue doing the same stuff and expect everyone else to fit in round it, maybe with a few token payments here and there.
