Good luck with free, but you could try Tasmaps (http://www.dpiw.tas.gov.au/inter.nsf/ThemeNodes/JGAY-548VJT?open) for tassie data sets in general, or psma (http://www.psma.com.au/) for roads and administrative type data sets (which is what google uses. It's considered the only reliable source of up to date roads data Australia wide). If you ask on the Aust-NZ osgeo list (http://lists.osgeo.org/mailman/listinfo/aust-nz) you may also get some good pointers.
