Hi Percy, the next release of QGIS will have better (python) plugin support, with a 'plugin repository' where people can write their own plugins. When I posted your message to to QGIS-dev list, people pointed to the 'geoprocessing' plugin of QGIS where it's possible to do a basic union function for two layers... Don't know if it's enough for you, contact Horst Duester (who wrote the geoprocessing plugin) if you want more ;-)
