The Census is starting to gather revisions to voting district data in
preparation for the 2010 Census and redistricting, but I doubt that'll be
released anytime soon.  It appears the 2007 TIGER files still have the
2000 VTDs.

For the election monitoring idea referred to in the blog post, it really
seems like polling places would be a better way to go than precincts,
anyway.  Have to see if it actually gets going (it has some chance,
Google's pushing it), but the Voting Information Project is hoping to
offer XML feeds of election/polling place data from states.
