Hi,

It appears that the requests don't go directly to a WMS server, but  
through some sort of web services gateway:

http://gisdata.usgs.gov/xmlwebservices/(S(oaev4rj0yenlxz55f2c40uek))/ 
getqueryservice.aspx?

Maybe this, in turn, makes a call to a WMS? Anyhow One of the params,  
Layer_ID is empty. Setting Layer_ID to 1 returns a 1x1 blank pixel.
