There are several devices that would work, but I don't think I would
call them cheap.

Probably the most readily available is a Nokia N95 running their
sports tracker application:

I have been developing a vehicle tracking application using this
device which is about the size of a deck of cards:

it us USD$218 which may seem cheap if you get paid in hard currency
