Cameron, The relevant product may be an OpenLS Gateway Server, which is sold by several vendors including ESRI and deCarta. It is intended to sit at a telco and collect positioning information from other position- determining products and systems, then provide an API abstracted from the positioning method for including location with LBS services invoked by the phone user. The standard Gateway Service (OGC) interface doesn't seem to include a polygon query, but that might be added by a particular vendor, or it might be feasible to harvest the locations periodically into PostGIS, etc.
