The Politics of Green Industrial Policy and Supply Chains for Low Carbon Technologies Draft Abstract: In recent years, calls for diversification of global supply chains have gotten louder and more widespread. In many countries, ensuring domestic economic dividends occur is an increasingly important factor for clean energy technologies that need government support to compete with emissions intensive incumbent technologies. High degrees of industry concentration in a few production locations and a small number of companies have also raised concerns about geopolitical risk. This is especially the case in the context of rising tensions between the West and China, concerns about labor practices in clean energy technology manufacturing, and Russia’s invasion of Ukraine. Yet a dramatic scaling of clean energy technology deployment is also needed to meet global greenhouse gas emissions reduction goals. This panel explores the implications of green industry policies and the re-envisioning of clean energy supply chains for global geopolitical and climate goals. It includes cases of specific technologies and specific countries to examine how supply chain shifts are playing out around the world.
