We will focus on four questions:

   1. To what extent are new federal climate initiatives (such as the IRA)
   vulnerable to Trump 2.0? Could the US Congress protect these initiatives?
   2. How will Trump's focus on tariffs impact his energy and environmental
   agendas?
   3. How might DOGE impact climate policy-making and enforcement?
   4. Historically, environmental groups have employed legal strategies to
   protect the federal environmental agenda. Did this work during Trump 1.0?
   Might it work during Trump 2.0?
