Dear GEP-ED colleagues, I am writing to share a new policy report with groundbreaking data showing that China's new global role in the green transition is investing in manufacturing, not financing infrastructure: "China’s Green Leap Outward: The rapid scale-up of overseas Chinese clean-tech manufacturing investments.” It provides the first comprehensive data on Chinese outwards investments in clean tech manufacturing. We show that a rapid acceleration in investment is reshaping the global clean-tech landscape. Since 2022 alone, investments have surged past USD 220 billion, now at an equal annual scale to China's previous role of lending for infrastructure projects.
