The only two that pop to mind are Third World Resurgence and Cultural Survival Quarterly, though I second Raul's sentiments, and do not actually know about their scholarly reputation, indexing status etc.

Dear Colleagues-
Can anyone recommend any journals, magazines, etc. with a environment/development or global environmental governance focus that place a particular emphasis on publishing work by scholars from developing countries?

All suggestions are appreciated.

Best, Simone Pulver
