Dear Colleagues, 

As part of their 'Alternatives to the Kyoto Protocol Project', the Fridtjof
Nansen Institute and CICERO (Center for International Climate and
Environmental Research - Oslo) have analysed the roles of USA, China, EU and
Russia in the international climate change policy process. The analysis
argues that the US withdrawal from the Kyoto process has led to a shift of
strategies, with a greater split between EU on one side and G77/China and
USA on the other, with Russia playing an even more pivotal role than before.
The analysis emphasises the importance of understanding the influence of
domestic policies and pressure groups on national positions and strategies.
The study discusses how the current developments in these countries'
policy-making can explain the shift of alliances in the climate regime, and
what it might mean for the future of international climate collaboration,
and conclude on whether or not interests are becoming more polarized.
