Perhaps this has been asked before, but if I needed to read the most important work on "international environmental agenda setting", what would it be. Yes, I know Kingdon's book and have somewhat of a handle on the agenda setting literature based in domestic US politics, but I am specifically interested in articles that directly address why some intl envl problems are addressed internationally and others aren't.
I will take the suggestions off-line and compile them, as per GEPED protocol.
