Dear Sofie, (and colleagues from GEP-ED)

Could you please clarify the question a bit more? That is, are you asking for 
references on where do NGOs choose to locate their offices? If so, that sounds 
to me as a very different and specific request (that I don't even know if 
anybody has looked at that, to be quite frank) to broad texts on NGOs. The 
literature on this area is quite large.
