I've seen several like that, but only one so short. It's just some kind
of fluke and doesn't seem to be genetic as it usually doesn't reproduce
itself in future litters. Seems like you might once get a litter where 1
or 2 of the babies have curly tails, but never any after that. Could be
something in early development maybe?
