Hi Shaun,
I would immediately start giving them kitten replacement milk four times a
day. I just had this situation happen, did nothing, and a pup died. I had
second that was slightly smaller the the rest of the litter (but not so
underdeveloped as the other one) and with the KMR 3 times a day for a week,
she caught up. When she hit 5 weeks, she wouldn't take the milk anymore.
The cheapest place I've found to get powdered KMR is Walmart.
