At least a ten gallon aquarium; and a serious escape proof top.
Gerbils are very avid jumpers, climbers, and escape artists. I have
*another* one loose from a mesh (screen) topped tank with something
set on top of the screen lid to weigh it down.
I just got some 'expanded metal grate' (sturdier than hardware cloth)
and cut a new top for that tank. With some careful application of duct
tape until I can get more angle iron and weld a frame for the grate piece;
that should encourage her to stay home with her mate.
I just have to corner her now...

Yes they can, however they are more likely to tip it over; gnaw the bowl
(unless it's ceramic); flip the bowl over and use it to get that much higher
to get out; and/or either soak their bedding and get the bowl packed full
of bedding...and probably use it for a toilet as well.
I prefer non-climbable round ended waterbottles; and wire them so that
the little darlings can't jump on top of them to get that much closer to
the tank lid and freedom. I have had a few try that already.
Waterbottles are much neater, and more sanitary. Stick to those
unless you're really in a pinch, in which case just offer water about
four to six times a day in the bowl; remove it after a time; and get
your rear to the store to get a waterbottle ASAP.
