why  gerbils are not allowed in California ?

It's fear about damage to agricultural crops, Hila.  If gerbils got loose
and multiplied, they could eat a lot of crops and seeds.

Some other agricultural states also ban gerbils (among other animals).
New Mexico and Hawaii are two, I think.

Hawaii is very sensitive about upsetting the ecology.  Many years ago
Hawaii had a lot of rats in the fields of sugar cane.  Some mongooses were
imported from India in order to control the rats.  Now the mongooses are a
problem.

We humans have proved over and over that we aren't very smart.
