In fact, the writing of another animal species on the outside would be
used as evidence against you in court. Going to the post office and
saying, can I post these gerbils and having them say "Yes!" would almost
certainly not lead to prosecution because you could argue no intent to
act dishonestly and could claim ignorance (which while not an excuse, is
a mitigation).
By writing the name of another animal on the outside the prosecutor
would be able to show that with knowledge and forethought you acted
dishonestly to contravene Post Office regulations. Expect to feel the
full weight of the law. BTW, the GML archives might prove useful in
showing that someone had prior knowledge of the Postal Service rules,
and also that they had discussed ways of misleading Postal Service
employees.
