C: tunnels

After about two weeks between gerbil tank cleaning the Carefresh gets
more densely packed (probably due to not only time but water spills and
liquid waste) and then the gerbils can really borough and tunnel in it.
But by this time, it is time to clean out the tank.  Any suggestions for
a safe and hygienic way to make Carefresh good for tunnel structures?
