Yes, spotting on the paws and under the chin is common to self colored
non-spotted gerbils. This does not make them spotted though. They are
spotted only if they have white on other areas of the body. On the head
above the muzzle, and or shoulders. They will also have a white tail tip .

You are correct, black gerbils molt just like all other gerbil colors. It is
just not seen do to the dark color of the animal.
