Two wheels.
I've had both hamsters and gerbils that decided to fight
over using the wheel, so badly that it was take the wheel
out (then have them fight and try to get out to find it).
If it's not a breeding pair, then give them each a wheel.
If it's a pair that can have a litter, forgo giving them a
wheel. Because wheel addicts will ignore litters, try
to run with a baby or pup in the mouth, and other
stupid things.
