Do they want to breed?  Make sure they want pups...

If they do, then strongly suggest a single pair (one m, one f).
If they don't, offer them a female pair.  Tell them it is less
problems in the long run, to only have a pair.

Just find out if they want to have litter after litter or not, and
are willing to deal with that and finding homes for the offspring...
then offer them an appropriate PAIR.
