They are harvested corn that is dried...there are varieties that
are grown mostly for decoration as you see in the store.  IF
you know the stuff wasn't sprayed with chemicals or the like
it could be offered...but would be very old.

Go to a store that sells birdfeed (a feed store or even some
of the major chain stores like Walmart) and look for whole
cob corn.  It'll probably be cheaper and if you feel like offering
the incredibly hard stuff, I'm not sure they will gnaw it.

You want 'unshelled' corn.  My feed store here does sell it
cheap by the burlap bagful.
