Summary: Mismatch of resolution between original and exported gerber

Initial Comment:
When exporting a gerber layer there is a fixed accuracy of 2.3 decimal places, 
which is potentially lower than the accuracy of the original gerber file.

To reproduce this:
1. Open layer from examples/orcad/rs232_cm.asb
2. Export this layer to a new gerber file
3. Add the exported layer. 
4. Zoom in on the "D1" label. You can easily spot a mismatch between the 
original file and the file exported by gerbv.

The issue stems from using a fixed 1mil resolution in export-rs274x.c, without 
regard for the resolution of the original gerber file.
gerbv should either use the same resolution as the original gerber file at 
export. Alternatively it should use a fixed, but higher resolution, than 1 mil.

   Good point.  We don't track the loaded resolution inside gerbv, so I
just changed the export format from 2.3 to 3.4 format to ensure it will
cover 99.9% of all cases.
