They should be moved to the org.apache.?.mail implementation as and when it becomes available, yes. I wanted to put it in the API initially (and then delete it later) so that (a) the documented format/place of the file was available, and (b) if I get trucked tomorrow then someone else can pick up on it later :-)
When I have the skeletal Apache implementation, the resources will move in their entirety to that package.
