now what can't be downloaded is
commons-cli-1.0.jar, although is possible to download it using the browser at
the address it show at log :

Eclipse plugin :
I tried to use maven eclipse plugin to generate
.classpath and .project and it generated a .classpath without source folders
or lib jar's.
