Description:
The change introduces a configuration file where a user can map a publicId to
systemId. Also, LocalEntityResolver becomes an MBean so it's possible to map
the ids on the fly. There're a lot of things that need yet to be done, but I
thought to see you the changes before doing other.
That solution has at least two benefits over the present LocalEntityResolver:
1. it differentiates between http://x.com/xml.xsd and http://y.com/xml.xsd
2. a user doesn't have to copy a schema to the schemas' directory, but would
have it elsewhere (locally)
