I applied most of these changes to the new entity resolver in deployment. I
don't knwo if I will get to applying it to the original LocalEntityResolver
before it goes away.

Description:
Hi,
Now, Geronimo is not able to resolve entities against local repository, thus
XMLs are not validated while being offline. It happened because of malformed
arguments to java.io.File constructor (there're URLs not OS-dependent file
paths).
