[VOTE] Switch to SVN

Since we are moving everything out of the incubator, it seems like a 
good time to finally switch over to Subversion 
(http://subversion.tigris.org/).  Before any one asks, SVN works quite 
well on macs now and has IDE integration.

[ ] Yes, switch to SVN.
[ ] No, stick with CVS.
Also, if we switch to SVN do you care if we don't import the history 
from CVS?  If we don't import, the history will always be available via 
the existing CVS repository, so nothing will be lost.

[ ] I don't care if the history is imported.
[ ] I want the history imported.
