Patch Set 1:

> Let's say we change the interface and bump the version inside the pcu.

So what shall we do if we have to make changes to BSC's copy of the protocol?
We have to checkout latest version of OsmoPCU, see which version was used there
and +1 to it to make sure we don't have different changes marked as the same
version. And while our patch is under review, OsmoPCU might have another patch
merged which will also bump version to the same we use.

I thought the problem was in syncing the changes, not in the protocol
versioning per se? Having single source of truth when it comes to protocol
header solves this once and for all.
