trxcon: give L1CTL API direct access to trxcon_fsm

The L1CTL interface logic currently gets access to the trxcon_fsm
via an associated struct trxcon_inst.  No other fields are used,
so we can pass trxcon->fi directly.  All communication shall be
done via the FSM anyway.
