I think it's better if we back-port the fix (`I5db5b7dd6a8e84cf9a0d84f04a650c2ed8a4e368`) to latest, because even if we add a code path as you suggest, it would still refuse to start for all other non-PDCH testcases. We're not running tests against osmo-bts-virtual on Jenkins though, because Docker still cannot do multicast. So I'll merge it as-is for now.
