RX Buffer fill: 0-----50%D-----D-----150%D

My current idea is to define a target delay D that is used for initial fill of 
the RX buffer. The buffer fill is averaged for several seconds to get the 
current average delay. If the average fill is below 50% of the D or if it is 
over 150% of D, the RX buffer fill is reset to D.

This way we have a well defined strategy to reset the buffer. Outliers will not 
cause a reset.
