I wasn't referring to compilation. Have you tried to run it with actual phone and verified that 11-bit RACH was used? The ticket referred to in README is still open. I'd be surprised if adding support to libosmocore would mean that it'll be automatically used in osmo-bts. So if you indeed tested, please share your configs and test setup details in OS#1854.
