Patch Set 1: what's the purpose of the tool? is it generically useful to the normal user? If yes, bin_PROGRAMS is fine (but debian/* must be updated, too!). If it's just a hack for developers, then noinst_PROGRAMS might be a better place, i.e. not installing it during "make install".
