It seems that the programme schedule data feeds are still working (lots of xml, e.g. http://www.bbc.co.uk/bbcone/programmes/schedules/hd/2014/10/31.xml) and these have pids listed for both historic and future programmes. It doesn't tell you whether a particular programme is actually available on iplayer, but these would at least provide some data that could be searched.
