FRSRA = FlatRateShippingAdapter(context)
 FRSRA.settings.flatrate_option = FLATRATE_OPTION

your rates.py has
      flatrate_settings = IFlatRateSettings(context)
        if(flatrate_settings.settings.flatrate_option == "Percentage"):
