I just made some changes to this code (but haven't checked it in yet). As far as I could tell the emails should be sent to both the merchant and the customer of an order is authorized. For paypal that is when the user is redirected offsite. For most other processors it is after the user enters their credit card information and the third party processor approves the charge.
