Not exactly a pay for digital download but the
collective.subscribemember[1] package allows a member to pay to register
upon which they are granted a specific customisable role, which could
then be tied to a permission to download a PDF (and then the
role/permission could be taken away when downloaded via an event
subscriber). This is currently used on this site[2] to control access to
the online journal.
