Sure. Position and size it however you like; it's entirely up to you.
A 600 pixel wide Scroll Bar would be sufficient and allow extra 'stuff' to be poked in there beside it instead of the space loss otherwise created by having to raise <an editfield> up off from the bottom of the particular window.
Whoops -- are you talking about a scrollbar on an EditField, or a Scrollbar control? The latter is entirely up to you; the former is a built-in part of the EditField and no, there is no way to change its size or shape.
