OK, first of all, RB is not UTF-8; UTF-8 is just one of the text encodings RB can handle, but there are hundreds of others. It's also the default encoding, but that doesn't really matter. It sounds to me like you simply need to use DefineEncoding to let RB know that this bunch of bytes you got from the SOAP server is, in fact, ISO-8859-1.
