I couldn't answer that if you are using Win32. On Mac, you can select it in the dock or the Finder list in OS9 but you cannot bring it to be the frontmost application by clicking on it. Menubar items are also non functional but you can use a Contextual menu.

If you can work without them it would be much easier.

For the Macintosh, The Carbon Declare library has functions which allow an application to be brought to the front. If you want to make the Global Floating window appear to behave more like a regular window, you can call this declare from various events on the Window (like Window.MouseDown() or an EditField.GotFocus() event).
