Don't forget, they may be underneath another window but still accessible in the Window menuitem. On Mac you can also use F9 in Exposé and arrow keys or mouse clicks. Or you can get a second monitor for many OSes.
It is true that many people would prefer the Debugger stay in its last state and not automatically revert to the default state. It's still an improvement over the old debuggers of a few years ago and is still under development. :)
I think the major problem with all debuggers is that they can never satisfy everyone and we are probably going to have to accept the status quo for now and make Feature Requests for changes.
