Simply, no.
There are others applications for OS X to act on resources
(Resorcerer comes to mind). Some are specific (e.g EightyRez for aete
resources).
Also, you can still use ResEdit in Classic and access these resources
normally.
Or, in a last resort, you can build your own editor with
