This is probably the problem of Cygwin 1.3.19 with mixing / and \. I looked around a bit but did not find out whether that Cygwin behaviour is intentional or would be considered a bug. Since I don't know and cannot test how to do it such that Cygwin 1.3.19 would not have problems with either / or \ path separators in various places, I did not take action, and consider Cygwin 1.3.19 unsupported.
