Yes, planned since at least May (actually 0.7).  However, making a
proper release requires quite a bit of cleanup work, and I have not
come around to it.  The work needed to make a release consists of:

- finishing features that have been started.

- updating the documentation to fit the actual behaviour (or vice versa).

- updating the Changelog and NEWS file.

- checking that it compiles and runs on various systems, and fix bugs
  and warnings that come up in the process.

- Uploading to GNU servers and related stuff.

However, if you are impatient, you can get the current state from our
CVS server.  See
