I refactored a bunch of normaliseGhcPackage() functions that were littered about the testsuite into a normalise_version, see this CR: https://phabricator.haskell.org/D725
I don't know if people would find it more convenient, however, to just apply this sort of normalisation unconditionally. In that case, we'd need some list of package names to apply this to.
