Some related work that has been done for just compiling Setup scripts with the host system: https://github.com/haskell/cabal/issues/1493 and https://github.com/haskell/cabal/issues/4047 is where we have been going with it. John Ericson is in charge of the effort, I've CC'ed him to this list.
