I haven't looked into it yet.
As I haven't seen this problem on any other instance of GitLab, I have a
hunch it's unique to gitlab.haskell.org. I'd like to look into it
eventually.

This seems to be a bug in Gitlab, and I've also been seeing it a lot
more often recently. I think Bryan attempted to investigate at a certain
point, but I don't know what came of it.
